Rivals gaining during Yellow Flags?!!
Anyone else notice that rival drivers can gain on you during a yellow flag, even over take. This should be the case right?

I think the yellow flags are just weird in this game. It says to slow down but there is really no bunch up happening. I don't know how it should work.

I'm not sure what you mean.
I've noticed that opponents sometimes reduce the time but everyone still drives slowly and overtakes only when someone is in the pits and that's okay.

During a yellow flag everyone drives slower and overtaking the driver ahead in the standings is forbidden. However, drivers can still overtake other drivers that are +1 lap or more behind them.

That's the intended design, I believe. Think of it as a Virtual Safety Car in modern F1 (or Full Course Yellow in sports cars).

I've noticed as well (and reported) that rivals seem to unduly make up ground under yellows. Hopefully this'll get looked at and adjusted.

It's akin to a VSC as Franky has pointed out. I have noticed that sometimes cars behind seem to gain time against me, however this may be due to the way the game is calculating time and distance behind as I've also noticed that on tracks with many corners the delta time is changing a lot as the cars navigate through different corners.

In this era the warning flag procedures underwent many changes. At the beginning of the decade a yellow was a warning of danger ahead and it was up to the drivers to make a judgement of the risk, they didn't need to slow down. Races were generally only stopped or slowed down if there was an accident that blocked the track, other accidents were a car went off the track into a tree for example did not generally warrant a yellow or red flag as it was off the track. Obviously, this changed over the course of the decade mostly due to the campaigning for better safety procedures in the sport due to the amount of fatal crashes, by the end of the decade procedures were more recognisable to what we have today.

But that's the thing: they do not bunch up.

They shouldn't.

AI taking advantage on yellow flags. Have two situation when AI was behind me under yellow flags about 6,5 sec, after yellow flag ended AI was ahead of me by 3.0 sec. I think it need to be considered as bug or issue in game mechanic.

Start of yellow flags, my driver losing 3,5sec:

End of yellow flags, my driver losing 8,6sec

It definitely looks weird, doesn't it?

Bro, it's probably just because during the yellow flags cars so slower so arriving to that same checkpoint takes 8s instead of 3s. Once the yellow flags are over your time should return to that 3s more or less.

That is clearly not the issue here, since you can see the difference not only in timed gaps but also the distance between the cars on track.

erm... but it should be drivers who are +1 lap behind can overtake... this is what happens in RL I think, you are allowed to unlap yourself unless the safety car is about to come in.

I have this issue too. I'm trying to win the Championship with 0$ drivers, so I'm racing with superior cars against superior drivers. When a yellow flag occurs near the end of the race, specially in rainy conditions I sometime lose 15 to 20 seconds. It seems like my drivers are so bad, they can't keep up with the yellow pace... Once green, they pick up pace again.

yellow flags are definitely bugged. I had multiple situations where my drivers took it slow during yellow flags but the AI drivers didn't slow down significantly and made up a whole bunch of time. the situation has improved with the first patch but it's still not entirely fixed imo.

Seems you lose about 3 seconds on average during a yellow flag. Just lost 18 seconds in a race with 6 yellow flags in the last stint.
