To answer your questions:
- Tuning from Quali carries over to Race. You can't tune or send out in the last 20 seconds of Quali.
- Higher focus mostly decreases the chance to crash so it won't directly give you faster times. As for the tuning, different tracks require better performance from different parts - you can see more info in the track trait tooltips.
- In Race lapped cars make way for cars on the leading lap.
Other thing is that "saving mid-race" could open the game to exploits so maybe not cool.
The "See full results of previous races" would be very important for me too. Also Keyboard shortcuts for changing race strategy like "engine mode" would be very nice.
The FREE/KEEP buttons for staff at the end of the season are very confusing for me. I'm not sure if the button says KEEP does that mean I will keep that person or that I should press the button to keep them?
I think it should be a checkbox. Maybe a sliding checkbox with keep on one side and free on the other...

Those 2 traits don't directly affect the tuning strategy, so if you don't have an ongoing related sponsor challenge, I'd say try to get the best cost/reward value. On tracks with traits that affect part performance focus on tuning parts that get a bonus, and avoid tuning parts that lose performance.
