Epic games..have some of the SAME EXACT games as steam as the 3rd store is GOG...

That's literally them just trying to bribe out the competition.
Believe me, Steam has some MASSIVE issues, i will be the first to admit that. But instead of Epic trying to make their storefront and platform a worthy competitor to steam, they offer free games as the only draw. There's nothing else.
They could've spent some of that cash given to publishers to instead make their platform better and a worthy and threatening competitor to Steam. The fact that Devs get a bigger cut of the profit for sales i think is a really good feature for smaller developers, bigger publishers i couldn't give less of a damn about. But as someone who mostly play mid-tier to smaller games now days. That's something i think is a plus.
But that's for the devs, the platform itself is awful. So i don't want to use it.

But back on topic... as mention above, switch over to the legacy version in the beta tab to avoid Epic stuff in SRIV.
(from your Steam Library > right-click on Saints Row IV > go to Properties > Betas > under Beta Paritcipation switch to sriv_legacy)
Whenever I try to play games offline, it'll let me do so for a while but after a few days I am forced to log in/have an active internet connection otherwise it won't let me continue to play those games.
And yes I have the "offline mode" enabled.
Edit: Gat V DLC Pack came free, but I have since disabled it.
In my experience, setting max fps to ~60 through nvidia control panel and turning on vsync, as you have done, is all it took to fix the random crashes on the Legacy version.
(Also did the host file edit for SR3/SR4 to fix the occasional stuttering.)
