Have you tried the basics: updating video driver, verifying game files, disabling 3rd party overlays, disabling any overclocking you might have (CPU, GPU or even memory) ?
If the game does not work unless you lower your CPU clock then is more likely a CPU issue. Intel 12/13/14th generations are known to have multiple issues with 13th and 14th generations having the worst issues. Depending on the motherboard, some recommend to update the bios firmware in order to solve the issues.
Have you tried to stress test your CPU already? A healthy CPU with a proper cooling solution should stay at a temp not higher than 70 Cº during a 100% stress test that lasts for at least 10 mins. If you don't know which tool to use then you can look for Cinebench since that is one of the most commonly used tools. Note: If you do try to test your CPU and you see that the temp goes up to 95+ Cº during the first 1 min or less then I would recommend to just stop the test since at that point you can be sure that you have either a CPU or cooling issue. You could leave the test running but it will probably cause your motherboard overheating safety mechanism to kick in and shut your computer off.
Also, I saw that you mentioned to have an rtx 4090, as far as I know, the recommended driver for any nvidia cards up to the 40XXs models is the one from Dec 2024, I can confirm that it works since I also have a 4090 and I have no issues with the game.
As a 4090 owner, this is correct. You do not want 2025 drivers for that card. Specifically, 566.36 is the last fully stable one.
Keeping your graphics card up to date used to be good advice, but Nvidia has decided to spend 2025 absolutely ♥♥♥♥♥♥♥♥ the bed, and their drivers are no exception.
If you decide to roll back your driver, look up instructions and follow them carefully. It isn't as dangerous as updating your BIOS, but can cause bigger headaches if not done correctly.
Regarding the CPU, I used to have that one and had crashes fairly often. Many Intel CPU owners are finding theirs are starting to give up the ghost around now (this partially depends on how old your CPU and other parts are). I have since built a new PC around an AMD 9800X3D and migrated my 4090 to that machine, and have had no crashes or heating problems since.
If your machine is only a couple of years old, it might be worth looking into updating your BIOS. Look up instructions on how to do this and follow them very carefully, as mismanaged BIOS updates can brick your machine. If your PC is closer to 4+ years old, you might consider saving up for parts for a new one like I did--mine cost ~$1700 since I didn't need a monitor or GPU, so it was pretty manageable.
