Yes, the dash always counts as a reload. Notice how in the build video he doesn't use it when approaching the boss.
Pretty much all of your burst damage is in that 3s window. Miss it and you might as well restart the fight.
To expand on this, when you see "fire rate", it really means "cooldown reduction between shots". Every point of "fire rate" does more than the last.
Rounds per minute is NOT calculated like this:
FinalRoundsPerMinute = BaseRoundsPerMinute * (1 + FireRateBonus)
It's really this, to a max 90% fire rate bonus:
FinalRoundsPerMinute = BaseRoundsPerMinute / (1 - FireRateBonus)
i.e. the 25% fire rate mod by itself results in 133% of the base rounds per minute.
Assuming two 10% fire rate cores and the 25% mod, you'll have 182% of the base RPM; upgrading both cores to 20% would get you 286% of the base RPM.
