Or, if you do NOT use GeForce Experience--like I'd recommend--then you can just go into Nvidia control panel under 'Manage 3D settings' and set the 'Max frame rate' limit. It doesn't 'have' to be 60. If you are using a high refresh rate monitor and change the refresh rate to something lower--like under 90--then you can set the cap to whatever that lower refresh is. It just needs to be under 90. Anything over that and you get the stuck after combat issue. Even running at 60, you might get the issue and simply enabling Vsync 'can' fix the issue for some people--depending on hardware combo.
