I have Win10-GameMode on (should not matter either) and TSLRCM installed.
Have you tried disabling the Logo-Videos ("Intro")?

If nothing else works i'd even consider using older GFX drivers. (i'm still using 546.33 on NVIDIA)

This mod is all you need. There's also fork of this mod which includes planet which was removed early in dev, but I don't recommend that version. It has bugs which can cause your entire play-through hang up and force you start from beginning after removing mod.
When you changed 'properties' of the swkotor.exe to run in 'compatibility' mode, did you also check the box for 'Run as Administrator'? Did you also try hitting the button for changing High DPI behavior and set it to 'Override' letting application decide? Try those and test using your shortcut directly to the exe... not Steam's 'Play' button.
Try making a new profile on your PC... should make it an admin level profile. Logout and switch to the new profile. Once it's finished setting up, find the game exe and try running it. If it works, then most likely your original profile has some permissions issues and needs some system repair / maintenance.
Its pretty annoying (understatement of the year!) I am unable to run this game on my platform, given that the TLSRCM transformed the game for me, and in my mind made it as good as KOTOR.
