Is there a way to confirm if RCM has bee installed properly?
I subscribed to the restored content mod but I'm unsure whether or not it downloaded properly. Is there a way to confirm a successful installation so that I don't find out I'm actually playing without the mod when I'm halfway through the game already?

The main menu will have it written.

If you get the vibro cutter as the first melee weapon (not counting the plasma torch) on peragus (the very first planet), the rest should also be there.

"Vibro Cutter"? Not "Vibroblade"? and I definitely do not see any mention of the restored content in the main menu. Now this is becoming weird.

Yes, the first weapon on Peragus.
