Report a translation problem
I can confirm that Steam doesn't report this track as "subscribed", even when subscribed to the item in Workshop.
As in your case, the track was downloaded to disk, but the game does not receive any information about the track (it is not included in the list of "subscribed tracks on disk" reported by Steam).
I've checked the track file itself, as well as the properties/flags on Workshop, and I can't see anything preventing the track from displaying (in fact, if the track is copied to the GR2/Tracks folder, it works perfectly).
We'll look further into this to see if there's anything we can do about it, though.
