Towns and mines don't really do anything on their own. Once you've captured them, they will get a border that's your color, and from that point onwards they will start generating whatever income they give. If it's a city that allows troop recruitment, hit the recruitment button to buy troops there. If you need to perform some tyope of ritual that works on towns or mines, make sure the correct commander is selected and then you can select the ritual from their ritual menu.
