How can I make the single player work?

I, like so many others, have the problem of when trying to play this game with Steam online, can't get past the opening logo. The game boots up, barely starts the logo, then crashes and turns itself off. It will boot with Steam in offline mode, but then I can't get the achievements. Is there a way to make it work with some sort of compatibility mode or something? This is a brand new computer with windows 10, I had this same problem on my previous computer and hoped the new one would solve the issue. It has not.

disable any windows 10 overlays and disable other overlays, like gamebar and gamemode for the xbox for windows 10

I found the issue. It's actually not the game itself that doesn't work, it's the steam_api file that prevents the game from loading. It can be easily fixed by replacing it.
