The game runs under DirectX 9 on the eight-year old Unreal Engine 3 so there's no excuse really for the poor performance, especially when the game doesn't exactly look amazing graphically even on its highest settings. Many people, including myself, had similar performance issues with Rise of the Triad, also an UE3 game, at launch. It's about time this engine was retired IMO if it cannot run on decent PC hardware!
It's looks 16 bit color mode in SP. Looks bad. MP (all settings set high) looks fine though, so I don't understand why it's bad in sp and fine in mp.
As I said I'm using Windows 8 Pro. And why would it be my INI settings when they're created by the game? My card has 3 GB of VRAM and the game doesn't even use 700 MB of it so even if I had Windows 7 then disabling Visual Themes and desktop composition wouldn't improve the framerate one bit! A lot of people are having performance issues with the game, including people on Guru3D and TotalBiscuit unless they lower settings. You must be lucky unless you too have lowered settings?
Bulletstorm, which also uses UE3, looks so much better than this game and runs at 60 fps on maxed out 1920x1200 settings with 8xMSAA so the problem definitely lies with the game and not the hardware. Hopefully it will be fixed in a patch because I'm not a big of UE3 personally and these issues don't do it any favours.
Check out this EG playthrough where you can see how bad the framerate is: http://www.youtube.com/watch?v=grKBK-Z7sHo&feature=c4-overview-vl&list=PLTZXfIDHhP2uNQ4uD3WAtzTecxdopBHwj
