Is the sack working?

I had Sparn equip the sack but he's still carrying things one at a time. Is there a trick to make him use the sack or is this a bug?

It seems to be very specific related to weight and size

I see him carry ONE BIG ROCK and one small branch
or TWO PIECES of large WOOD.
But never two pieces of small sticks or two pieces of large rocks.
