"???" store is not there at the Strange Monument
I have unlocked several skulls with the strange monument, but there is no store in the down left corner, where it should be.

Is there something I am missing? A way to "unlock" the store?

Same. And I can't find ANYONE answering this question, just more people with the same problem. It's incredibly annoying that this is getting ignored, both here and on the Wiki.

This was reported to the bug-tracker on March 4th (https://github.com/larsiusprime/tdrpg-bugs/issues/1317), and little appears to have been done about it.

I got hit with this exact same bug, and here's what I did to fix it.
1. I exported my save file using the export button in the save select menu.
2. I opened my save file using notepad.
3. I searched for the line that said how much scrap I had.
4. Below that were all the unique items I had. This included 11 skulls that were level 0.
5. I changed the level of two of the skulls to 6 and the rest to 5.
6. I imported the edited save file.
When I returned to the monument, I found all of the skulls I needed.
