You can try experimenting with it in the demo, see what causes it there. Does it trigger on the start up screen options menu as well as the save select screen options menu? Or the in-game world map options menu?

(I'm not actually involved with the game so if it's an actual code issue, well, you might be out of luck.)

I thought that only the 'Secrets?' button opened those Command windows, though. That's odd that the Video button is opening them.
