Aussie heisters - you have not been forgotten
Aussies,

Ever since Hotline Miami 2 was released and still can't be purchased on Steam because of censorship, we've been helping out by giving you Jacket for free. Apologies if you've been waiting for codes for some time. When we came up with the idea, we didn't expect thousands of aussie heisters that would like to play as Jacket. We keep our word however and are still sending them out.

We'll add the PAYDAYCON mask for free because you've had to wait.

so,, all ozziez get jacket for free?
But people in other countries who refuse to buy Another Seperate game just to accsess the jacket player in This game dont get him for free?

Correct. You can decide; their government decided for them.

They get it free because they legit can not buy the game where they are. Austrialian censors rated the game RC (which means they refused to give it a proper rating, and it can't be sold without one). Since the only way to get Jacket and his perk deck are to buy that game, something Aussies can't do, this is the only way for aussie players to get him.

Not everyone Loves hm2...
If they don't want him they don't have to ask for the code. Simple as that. But in doing so they lose out on a decent SMG and perk deck.

Almir / Overkill just can't win with the community it seems. He / They do a kind gesture to the people who are physically unable to play as Jacket or use the other content and everyone else rips into them because of it.

I haven't heard of any other country where HM2 isn't purchasable.

jacket and the perk deck should of been free to everyone.. end of.
