Destructor 9 doesnt deal electric damage
Without electric ammo it doesnt even deal electric damage to the TARGET DUMMY, let alone anything else, with electric ammo it does the proper electric damage to most enemies, but not to Hazmat and Hazchems, possibly more

How did you get all the way to unlocking the Destructor 9 without learning that guns don't deal elemental damage without an elemental bullet equipped?

Also, I've noticed that the Hazmat and Hazchem soldiers seem to be immune to electric damage.

This is not a bug with the gun, but it might be a bug with the Hazmat and Hazchem soldiers.

elemental guns definitely dont do that across the board, my weapon of choice since Major has been Sidewinder with caustic parts raw homing in it, and it does a lot of acid numbers without an elemental ammo

I couldn't replicate that with the Sidewinder in my own game. It needed Caustic Missile ammunition equipped to do Caustic damage. It's more likely that your bug is with the Sidewinder if anything.
