Alright i found solution: Effects Quality needs to be on High or Epic
I checked local files, and there was only one error but it still was dark, later In the Video options I start messing around with different resolutions, fullscreen, and quallity levels.

Another thing I noticed is that after a level change, it resets the Global Quality and does not save custom settings

Yeah, I noticed this too. I wish there was a way to save your custom video settings, especially because you need to have the effects set to a specific thing to make the game playable.
