Someone has to say it... There is no Linux 18, the latest release candidate version is 6.8.

KeyValues Error: LoadFromBuffer: missing { (current key: '<!doctype') in file manifest

This sounds like there's something wrong with your Steam installation. Maybe you could purge and reinstall it, or move .steam aside. At your own risc, of course.

I'm not familiar with steamcmd or its versioning. But if you pull the latest docker image and shell in.
Then check what steamcmd is installed. It shows 2018. Maybe that's what he means buy Linux 18.
docker run --entrypoint /bin/sh -it steamcmd/steamcmd:latest # apt search steamcmd Sorting... Done Full Text Search... Done steamcmd/jammy,now 0~20180105-4 i386 [installed] Command-line interface for Valve's Steam
