What you want to do is install Proton-GE. You can easily get it with the Proton Up[davidotek.github.io] application.
Set the game to use Proton-GE under compatibility after it's installed, and your videos should play.
The reason is that certain video playback solutions are proprietary Microsoft stuff that can't be redistributed by Valve. Proton-GE (Glorious Eggroll) adds it anyway.
