I don't think proprietary AMD drivers work for that version of Ubuntu on that old of a GPU, not sure though

FGLRX is dead and not to be used from Ubuntu 16.04 and up, it is better off to use the opensource drivers that come with the distro. Manjaro is the only distro that I know of that has FGLRX still.

Even fglrx already dropped support for this GPU before it was discontinued.

Mate, I suggest you to use the Steam AMD GPU Drivers. They are not the most up-to-date, but they will give you the best compatibility. Your other option is to use the opensource drivers, those are the one that get installed when you install your dristro of choice. If you want some extra performance and features out of those open source drivers, then you will have to install the latest linux kernel and mesa drivers. OR you could simply install Padoka or Oibaf PPA, update your system, and have the latest open source drivers.
Cheers
PD: yeah, yeah, that's and old graphics card, but no one is giving you a new one, right?
