Report a translation problem
Another interesting point, perhaps a bug, but the steam overlay are turned off. Aren't the achievements and trading card drops part of the steam overlay?
This problem happens even when Steam is in Offline Mode and the computer is disconnected from network..
I noticed that the computer is not totally frozen. For some strange reason, the virtual consoles do not work (CTRL-ALT-1,2,3,4,5) but the Unity menu does work. If I press the WinKey, I can get the Unity menu up, and from there I can type a restart command.
Unfortunately, this problem is hard to reproduce, because even though the game stops, the steam server still recognizes the achievement as completed. In order to cause the game to freeze again, I would have to find a new achievement to complete.
An interesting observation: when games are in windowed mode, the popup will not cause a freeze. This problem may be related to fullscreen only.
There is something about the "fade out" of the pop-up that causes the problem. Another fix is clicking the pop-up to open the Friends list (weird function...) because it will close the popup without a "fade out"
Sometimes, however, the game will freeze just as the achievement is appearing, when it slowly rises in the bottom-right corner. Then, even this fix is not useful.
By the by, I gaveaway that computer so this is no longer an issue. I will delete the tread, after a few months, unless someone else says they have the same problem.
