steambootstrapper translation missing in Linux installer
It seems to me that the steambootstrapper_[language].txt files are in the installer for Windows and Mac but not in the one for Linux.

So when people run Steam for the first time on Linux they get english text like:
Updating Steam... Extracting Package... Cancel Verifying installation... Downloading Update ([...])...

Even tough the strings have been translated.

I was told translations are downloaded on installation but where are the translation files installed?
I can't seem to find them in Ubuntu.

I have them in "$HOME/.local/share/Steam/public/" (Kubuntu 16.04).

I have them in ~/.steam/public/ in Ubuntu.
But they are not incuded in the installer but downloaded during update when Steam is started.
And after that Steam is still in english because its set to english as default. You have to go to Settings Interface to change the language and restart Steam.
