Welcome to Insurgency, where if player vote kicking is enabled on the server vote menu, people will use it to make a private server for themselves. Good news, I highly doubt it's permanent, usually most vote kicks orchestrated by players themselves, outside of admins, from the ingame menu, are only temporary, the default time frame being I believe 30 minutes.
