Serious Sam Classics: Revolution

Framepacing/Stuttering Issues
I'm having framepacing and stuttering issues trying to play Serious Sam Classics Revolution with a GTX 2060. These issues don't happen in the original non-revolution version of the game. I've tried different graphics options and different Vsync options directly in the Nvidia control panel instead of relying on the in-game Vsync and it hasn't helped. Does anyone know why this is happening?

I installed Rivatuner and checked the frametime graphs to confirm that yes, there is a noticeable jump in frametimes every second or so. No combination of Vsync or in-game graphics option has helped, but Rivatuner has a new option called "scanline sync" that lets me do "fake" Vsync that eliminates the stutter. Still would like to know what's actually going on, though, considering the problem exists both with in-game Vsync and with driver-level Vsync.

how me found scanline sync?
