Shadowdancer need Hide in Shadow?
Since shadowdancers are always able to blend in do they need Hide in Shadow or is it useless for them?

Assuming you refer to their Hide in Plain Sight, yes, you need to invest into Hide in Shadows and Move Silently as any other stealthy character as to increase the chance of hiding successfully in daylight vs night/shadows. HiPS is only about others seeing you when trying to hide.
