In the settlement, you have to have builders assigned, once they are, you can click and hold the middle statue of the settlement to select all assigned builders. Outside of the settlement, you should be able to click and hold + drag to wherever you want workers to go. The house needs to be full to have a worker available.

As long as you have the leashing mechanic anyhow.

ugh it doesnt work. what is the name of the leashing card? that could be it, but I am kind of far along I am sure I have it... I clicked a house that was full holding it, and nothing. there are empty plots with builders just walking around. I try to select them then select the plot that isn't being built, and it shows a white progress bar fill then nothing.. this is a pain in the ass

Have you tried restarting the game? could be a bug. besides that, I'm not sure I could help.

I noticed I don't have leashing! I found a way to the screen that explains things, and they were all done except leashing! voyage, etc had all been done. What do I have to do to get leashing?

IIRC, I found the card at a shrine

It should just be a simple hold click while you're selecting a villager or a house, then dragging the mouse over to where you want them to build and releasing the mouse button there. To select more than one you just drag over them after you've selected the first one, and again letting go where you want them.

If it's not working for you then, as has been said, probably best to start fresh with a clean install of the game and hope for better luck next time :/

There is a shrine northwest from the beach that you started with. You have to get a follower there and build it to get leashing.

It's not too far away.
