builders wont build after farmer settlements
so since i make 2 farmer settlements, and i click on a builder to build a house they complain for wheat. I click on them and give them a boost and they just run back to their houses but dont build anything..

what is going on?

After you build your first farming settlement, the requirement for new houses changes.
Every wheat field you make adds to your wheat total which allows you to build more.
So after the building of your first farmer settlement, you'll need to keep building new fields in order to expand.

but i already have the most fields i can. does that mean i need to make more settlements?

The wheat dialog icon means you need to harvest more wheat in order to build. If you click on the plot, it'll tell you how much wheat you need to have saved up.
