If you did just get them from murder karma wouldn't make sense considering wouldn't you get negative karma for doing such a thing?
idea points may be better for the stickers, but for a gem replacement makes little sense and im not sure how well progress points would work since a lot of the things you can buy with gems arn't strictly progress

Your followers give up their lives as tribute. (Forced mind you, perhaps if you do it often they could encourage auto-sacrifice later? Maybe animals too?)
Your miners can mine precious gems and metals which they can offer as Tribute (Mining gems)
Your explorers go out and explore the world and create colonies in your name as tribute. (Gems from voyages)
And so on, naming it Tribute would allow them to expand on it and it would tie in to the basic idea of the more people that believe in you the more powerful you should become. So, the more tribute that your followers give you, then logically, the powerful you should be.
