I think the happiness should determine the area of godly influence of the Astari and us as Gods. Have powers/sculpting only work in those areas. That way we can't destroy the Astari until we've push back their influence and they/we can only convert followers in their influence zone. I think that would feel much more godly. The Astari must also be allowed to expand, that speed of expansion would also set a good challenge level.
