How am I supposed to keep my inmates from killing each other??
All they do is complain about the cold. Like, just cuddle?? They have plenty of free time???

honestly, I don't want to suppress them too hard; as I want them to do reform activities.

i used a mod to turn of complaints, best decision of my warden career

One of the biggest challenges in this game (design wise) is the heating system. It´s very intrusive on your prison layout to have radiators and boilers all over the place. It´s a stupid and very unfun mechanic when you are building a large prison. I really wish there were an option to include water pipes and electrical cables when cloning rooms.
