Alternatively, you could try a different window mode:
Open CMD (as administrator) and run sfc /scannow
I think what it ended up being was Windows treating the application as if it were running in the background, for some reason.
I've tried everything mentioned above by now, and unfortunately, it still won't work.
Additional context:
Outside of the moments where the screen practically freezes up for half a second, which tends to be right around the time the game needs me to jump, adjust for a wall drive, or otherwise avoid an obstacle, I tend to get somewhere between 70 and 140 FPS or so. But it stutters in between — badly.
I would deem the game unplayable in this state.
I really enjoy whatever gameplay I can sporadically enjoy here and there, but I've only just made it past the Embers level of the campaign, and I don't see myself wanting to deal with this much longer.
So, if anyone could help me fix this, I'd be forever in their debt!
Another thing you should do is always install on a SSD in case you have a old HD drive.
I'm playing on a Steam Deck and we have this builded into the Steam interface. So it's easy for me. I play at 60 fps stable with not stutters.
