I think that guy's head had a problem with the hitbox and/or was too high, so you could miss attacks even at the highest point of your jump, and the vertical strike of the guillotine was perfect for that and could be spammed quickly.
The second attack of the "guillotine" (hold X in air), the one that brings you to the ground, works as the first attack of the "rising strike" (XA), so you can basically go X(optional) A X-hold A X-hold A X-hold A X-hold.
