Low FPS after Nvidia driver update
For a few days the frame rate has been abysmal (e.g. as low as 30 in Waterfront), while I can't pinpoint the cause, looks like it is the latest Nvidia driver update on 31 August 2021. When I check task manager while standing at the spawn point in waterfront, only 0-15% of the GPU is used (it's GeForce 1080).

Tried:
- Disabled all mods and set graphics to lowest, still 30-40 FPS.
- Used DDU and reinstalled driver 456.71
- Did most of the troubleshooting reddit post suggestions, will try uninstalling GeForce Experience now which seems not working at all after I installed older driver.

Game is back to 59-60 FPS for now (casual walking in Waterfront) with vsync and 60 cap, or I get 75 FPS without vsync and a 90 cap. Last two steps here for the record:

- Uninstalled GeForce experience (almost no effect on its own)
- For Win10, right click desktop -> display settings -> graphics settings -> uncheck "hardware-accelerated GPU scheduling" (by google it's a new settings for nvidia introduced in June 2020), frame rate back to normal after this step
