I hope that answers it.
It's not the most obvious or important bug, given how hard it is to get a Ra'Qaan early game (and how relatively low its usefulness is if you do manage to capture one early or mid-late game, due to its single forward gun with a terrible firing arc), but it's still around. In case anyone was wondering. I'm not holding my breath for a patch, and no mod currently exists to fix the issue either.
I'm the idiot who went and captured one as a level 4 engineer in a Taurus just to see if I could. It made capturing a Luna (which is much better and has a silly number of troopers for a gunship, though its firing arcs are still rubbish) in a gunship possible, so at least there was that.
