Ok recently I've just started playing rising storm 2 and my FPS has stayed at 20FPS regardless of the settings i'm at and I started at 1280x720 low settings(to seee how high my FPS could be), and i went Ultra everthing @3840x2160 same FPS performance. Also i tried plays.tv recording 1920x1080@60FPS with 25mbps recently and my FPS has never been the same since like in Battlefield 4 my FPS at 2160p would be 90FPS but it's highest peak is 60FPS and drops down to 35FPS often &in Rising Storm it's particularly bad that i'm making a post about it.

I'm wondering has anyone ever had this issue and might know a fix(Yes I've already tried uninstalling the drivers & plays.tv)

CPU: i5 6600k @4.5GHz

RAM: 16GB DDR4 Memory @ 3200Mhz

GPU: AMD R9 Fury nano @1070Mhz

HDD/SDD: 480GB SSD

Those are the specs in question that are giving me this perfoemance.
