Report a translation problem
My solution only got 4 out of 6 stars, so there must be a way to do this even a little bit more efficiently - I'm guessing at the first couple of moves - but I'm happy enough with what I managed. And at least gets you past 'stuck' :-)

I still got stuck though, so I had to look up the solution in the following video. Apparently the trick is to move a stack of 2-1-2 onto the other “2” tiles. But I’m confused. Doesn’t that violate the rules of the stack? How can I move a “2” tile with down arrows onto another “2” with down arrows?

And - no, you're not moving a 2-1-2 stack onto another 2-DOWN. As you say, that would mean violating the game rules. The stack you're moving has got the 1-UP on top the whole time. So that you are in effect repeating over and over a move of putting a 1-UP stack on top of a 2-DOWN single tile. As your stack grows higher it is (from top down) 1-2-2-2-2-2....
I don't have video capability but my step-by step is as follows:
- Move the 1-UP tile on top of the 2-DOWN tile - makes a 1-2 stack (counting from the top downwards in the stack)
- This frees up a clear bit of path in the left column, so you can flip over the tile lying there (LH, 2nd from bottom) - which is another 2-DOWN tile.
- Move that 2-DOWN down to beside the 1-2 stack. R.click on the 1-2 stack to move the whole stack on top of the single 2-DOWN tile. (stack is now 1-2-2)
-This frees up a bit of clear path in the right column, so turn over the next tile there (RH, 2nd from bottom). This is also a 2-DOWN tile.
- Move it from the R column to L column, into the free space just above the 1-2-2 stack. - - R.click the stack and move it on top of the single 2-DOWN tile (The stack is now 1-2-2-2).
- There is still a clear path in the R. column, so turn over the next tile there (RH, 2nd from top). This is also a 2-DOWN.
- Move it into the L.column, into the clear space just below the 1-2-2-2 stack.
- R.click on the stack and move it on top of the single 2-DOWN tile. (The stack is now 1-2-2-2-2).
- There is now a clear path in the R.column all the way up to the last tile there. So turn it over and move it into the free space in the L.column.
= A full clear path from bottom to top. (And 5 out of 6 possible stars for the solution.)
The level can be solved in different ways, for example criss-crossing the stack back and forth between L. and R. column. But the main point is the same - keep the 1-UP on top of the stack and use R.click to move the whole 1-UP topped stack onto 2-DOWN tiles, one by one.
