As mentioned by other posters, declaring a kingdom adds two more tile expansions.
Watchtowers (built by Watchmen in the Honor profession) can be built outside your existing borders and they catch 3 tiles in every direction (though water like streams and rivers can be a barrier). Watchtowers can be fortified for 4 extra tiles as well.
And any structure you build will also expand your borders (if close enough to the edge) and can be fortifies just like the settlement.
