You can play LAN and onslaught mode offline, although the former requires other people who have the game and the latter is difficult without other players. You can also of course make maps, guns, prefabs, and skins regardless of whether you're online or not.

We don't have player bots, but we do have onslaught mode. It's a coop vs. AI mode. Player bots are a extremely hard AI to program when the world is changing constantly and is so dynamic.
