I seem to remember getting this one by scanning, or finding an old lander. For the life of me I can't remember where now. I also remember reading somewhere that the Devs removed this one, so you could be wasting your time.

Perhaps someone who remembers more will speak up on this one.

Looking at the campaign locations in the editor I see there is a an old Beagle lander in a crater at Isidis Planitia. I think you have to be pretty far along in the research part of the game before it shows up as a point of interest. It looks really familiar and could be the one you have to find. Entering the vicinity triggers a script so it looks promising. No guarantees though. :)
