I've checked the mission out in the Editor. The task is to scoop "sand", whereas most part of the area is actually "blue sand". There is, however, a small region of flat-looking rocks. If you look around it, you'll see an even smaller region of sand without those little gray/dark-bluish speckles. That's the generic sand you can scoop to complete this task.

A litle bit non-trivial, eh?
