I have to disagree with the OP. I have not bought anything besides the basic game, no DLCs, no mods. I do all my racing online and I'm having a blast doing it. I'm running reasonably competitive times with no mods whatsoever. I'm not sure what you're expecting from the sim.

Imagine ignoring the post where the person says they literally are playing online races with out any DLC purchases or mods used- you only need DLC packs where the server host chooses to use those cars.

Check the filter options. One of them is an option to only show servers you have the content for. There are vanilla servers. You might have to be player 1 and wait for people to join your game. Someone has to be player 1 or the server just stay empty. They will join if you do.
