Is this game a reference to "Journey to the West"?
this has to be.......the headband, MC looks like a monkey, has a thing hanging from his hip like a tail, uses an extendable weapon........

No, it's a reference to Dragon Ball. Not Dragon Ball Z, just Dragon Ball. Also, Bulma looks way cuter in this.

It does seem like this is closer to Dragonball than journey to the west for the simple reason Bulma/Trip doesn't seem to have a penis. I could be wrong.

Considering dragonball is heavily based off journey to the west, I don't realy see your point because there's a female protagonist character. Both Monkey and Goku are based off of Sun Wukong, they both have clouds and bo staves that extend length at will. They are Both Journey to the West in their own variations.
