I'm with you on some of this.
Try the fixes in this forum to turn motion blur off then make the file read only so the game doesn't keep undoing your changes. TBH, none of that should be necessary. Releasing a product where the users have to tinker with ini files or config files to make it run is ridiculous.
The cut scenes are a bit irritating, but my main issue with some of them is that they lag and stutter, despite having a PC that should eat this game (it never falters in gameplay, just the bigger cut-scenes, which are appalling: none of the 'fixes' worked for me)
I use an xbox 360 controller, so I can't comment on your mouse issues... the controller works fine, but you maybe don't like using one.
I don't know if I'll replay it, myself. Normally I play games on easy until I'm used to all the controls then do a run on the harder difficulties and try to pick up steam achievements then. Those awful cut scenes are what's putting me off.
