Achievememts are never related to you progressing in a game. There are though achieves, generally secret/hidden ones, that unlock when completing a certain level/area of a game.

Nothing really to elaborate about tbh. Achievements are basically a 3rd party thing owned by Steam while the game you play is owned by the devs/publishers of the game.

Doing something in the game causes "the game" to make a call on the Steam servers and tells Steam basically "Yo, the player did a thing give him a gold star". And Steam is like "Here you go fam."

That's basically how achievements work.
