I have a similar issue: cut scene video freezes after 4-10 seconds or so, but audio for the cutscene continues, and when the cutscene is complete (you can tell by the audio) the game continues as usual. It does this on every cutscene. Any ideas to fix this welcome.

Turn off V-Sync if its on and if there is one.

J4CKM4N - thanks for the idea, but there is no Vsync option in the graphics properties (only resolution and gamma).

may be he means an editing text file in game folded?

Edit config files - you can change a lot of options there, make it run better and with better quality (motion blur! Who thought that abomination? Turn it off with fire!!), but you need to edit text .ini files

I made all the changes suggested here:

The game looks a lot better, but the freezing on cutscenes issue remains.

The BaseEngine.ini contains
UseVsync=False
So Vsync is not on

updated my guide , check the last update for a spike fix ( or at least it minimised them for me to below 1 second )

turning off V-Sync seems to have fixed it for me

I've attempted V-Sync on and off. Both do nothing in my case. Freezing still persist.

Okay it's fixed, I don't have any freeze before cutscene ( only sometimes bu I think it's because my pc is old )

I did this, the last paragraph of his guide ( with the Large Address Aware.exe thing ) :
