However, when I got to open the game, an icon on the startbar comes up for a bit and immediately closes. I don't get a window or anything. Changing the config file to windowed mode makes an outline pop up but that's about it.
Following the FAQ, changing administrator rights did not help. Neither did modifying the DPI. Neither did setting compatibility mode to Win 7. Pretty sure I have the latest graphics drivers. Anyone else having the same problem?

I believe the licensing agreement has changed substantially between the technical preview and the commercial version. Sounds like it's OK now :)
Maybe a problem with your installation of .NET Framework or something like that.
Did u make a clean install of win10 or just upgraded from win7 or win8?
I upgraded from Win7.
As for the EULA, I don't think I particularly care about targeted ads.
Lol ok ! To each their own; might wanna wach out now if you check out...those....hum....naked websites and all... Might get some adds relating to your browsing history....like.... hum....getting the latest sale for the flamboyant....all electrical....D ill doe..... LOL

EDIT: it seems to happen after loading WoW64.dll and WoW64win.dll which translates between 32-bit and 64-bit machine calls. Applications might load these by default, but I just want to be sure.
After a little research, i found that .NET Framework should install/update automatically if required, so it isn't the cause of your problem.
first of all try to reinstall directx and graphics driver.
