How can I raise the number of troops I want to deploy?

The number of troopers you put on the map in the editor is the maximun number of units you can deploy while playing the mission.

Yes. The deployment zones don't count to the max number of troopers.

Just place the troopers on the deployment zones you want them to be by default.
