Door C2 to Pipe Room Inactive
No matter what I do I can't get this door to open. I've shut off the A2 valve near the kitchen. The C2 light shows neither red or green. I am fairly certain it's bugged, and I can't proceed.

When you first came into this area by opening the large gate did you turn on all the fuses? Way back there is a fuse that is also involved in this.

I appreciate the help, but yes I did. I ended up going back to a save way back at the dam, and it resolved it for me.
