"CWin32Input::CWin32Input: Failed to set data format for mouse"

This is the message I've been getting when trying to start Wrack recently. I've been having problems with a non-function mouse while in games (Warframe and Audiosurf, so far), but this is the first one to indicate an actual mouse problem (with the message shown above).

FYI, I've been working on getting my system back together since being forece to perform a "reset install" of Windows 10 Creator's "Update", so there may be some stuff not installed or operating properly. Right now I'm attempting a reinstall, but I don't expect that to work since it didn't clear up the problems with the other games.
